ACT against racism

The urgency of taking political action against racism was again demonstrated by the global and national mobilisation of the "Black Lives Matter" movement. Racism is fragmenting our Belgian society and is rooted in various ways. Thus, Afro-descendants are still confronted with violence, discrimination and stereotypical representations inherited in particular from the colonial history of our country. These phenomena must be tackled at source, by "decolonising" mentalities and institutions, and by relying on the expertise of the people concerned, including the younger generations who are heirs to a memory that is often suppressed.

The health crisis has highlighted the existence of an anti-Asian racism that is usually invisible. As for Islamophobic sentiment, it is undermining our social cohesion and is, as is often the case, specifically and even more violently directed at women.
Jewish people are also confronted with an upsurge of anti-Semitic acts, in particular linked to the propagation of conspiratorial and/or extreme right-wing discourse reproducing clichés and representations identical to those which have already given rise, in our societies, to persecutions going as far as genocide.
The discrimination and stigmatisation of Roma communities receives too little attention at the political and societal level.

Belgium must urgently implement actions to respond to the recommendations of the Committee on the Elimination of Racial Discrimination (CERD) and the Human Rights Council to combat structural and institutional racism and racist and xenophobic acts more effectively. 

 

Practical information

With this call for projects, the State Secretary for Gender Equality, Equal Opportunities and Diversity invites civil society to contribute to the development of federal equal opportunities policy. This year, State Secretary Sarah Schlitz has decided to focus the call for projects on the theme of anti-racism. 
This call for projects is an impulse for the structural support that the Secretary of State wishes to give to the fight against racism, the first political level being the adoption of a national plan against racism, which has been awaited for 20 years by those concerned. This call for projects is also part of the proposals for action issued by international institutions in order to fight racism effectively, particularly at European level.

The list below includes the priority themes of the Secretary of State. It is recommended, but not mandatory, to submit an application that corresponds to one of these themes: 

  • structural racism ;
  • consideration of specific forms of racism (anti-Semitism, Afrophobia, Islamophobia, Romaphobia, anti-Asian racism, anti-migrant racism);
  • deconstruction of colonial patterns and decolonial actions;
  • taking into account the intersectional aspect of discrimination in relation to one or more forms of racism;
  • the development of training schemes for state agents;
  • Promoting the representativeness of diversity in society.

With this call for proposals, the State Secretary for Gender Equality, Equal Opportunities and Diversity invites civil society to contribute to the development of federal equal opportunities policy. Only legal entities with a disinterested aim, established in Belgium (non-profit association, international non-profit association, private foundation, public utility foundation) can apply for these grants.

The call for projects is not open to public entities (municipalities, SPF, CPAS, etc.). 

The maximum budget that will be granted is 25,000 euros per project.

In order to guide participants in submitting an application, an information session will be organised on September 3rd 2021 at 5 pm. All practical information about the information session can be found in the grant guide.
